If you're using FOMM, make sure the loose files are checked as activated. If you're not using FOMM, you would still need to check the files in the main startup options before launching the game.
There's no pomp and circumstance in-game to let you know it's loaded. The entrance is indeed in the area you mentioned; it is on the south west-ish corner of the burned-out house near the pond.

I believe if the mod is installed it shows up on the map as an unexplored location (i.e. no fast travel) from the beginning.

Upon entering a casino, I had to turn in all my weapons, as did EDE and my companions.
Upon exiting, I got all mine back. But the weapon locker known as EDE did not. No Tesla Cannon, No Laser Gattling Gun, and the 10 Laser Rifles I keep on hand for repairs...all gone.
Googled it, and it's a glitch.

I mean, the FIX was to re-load a save prior to entering the casino (the one save I had, being on the XBox where saving needs to be much more deliberate, was in Camp Forlorn Hope, before going to Nelson, before solving the Medical supply mystery, before returning to Bitter Springs to help with aid...), uninstall patch #5, enter the casino, leave, then SAVE, THEN reload the patch.
So I do all that...and my saves are in the cloud (because I had read having too many saves slows things, so I moved to the cloud for my recent ones)...but Microsoft won't let you get on XBox live unless you're patched up to date...so I couldnt GET to my saves.
So I said fuck it and loaded that save and now just have everyone give me their shit before going into a casino. In my role playing mind, every time I'm about to enter anywhere on the strip there's a hilarious exchange where I literally give Cass and EDE all the clothes off my back and my entire inventory of toys, cigarettes, health item, food, water and magazines, and take ALL the weapons in so I'm not over encumbered.
So in the 4 hours I had to play yesterday I advanced about 15 minutes from where I started.

This drove me crazy when I was first trying to find the entrance. The guy created an awesome mod. I love the hideout. But in the description he says it's next to a boulder and a pond. Really? Because there are def. like 30 boulders going all around the pond. Oh and let's not mention the fact that it's literally right next to an old house.

Yeah. Just keep doing what the NCR asks and you should be fine.
I'm not sure if they even ask about the chip. I think you can just use it as if you were going to use it for yourself and just go along with the NCR.

The Platinum Chip
Does exactly one thing, and one thing only. You can use it in the facility beneath Caesar's Fort, or not. No you cannot give it to the NCR because it would accomplish nothing. There's really no reason not to use the Platinum Chip for House's ends, because you can still betray him later.
Honestly House isn't even that bad a choice as far as choices in the wasteland go. All of your options, NCR, Legion, House, or Independent Vegas are fucked up somehow.
Some are just more fucked up (Legion) than others. But still plausible answers!

Jury Rigging is one of my favoritest things in NV . Even if I want to mix things up in playthroughs, jury rigging is a necessity for me. Plus, it tickles me that I can repair a power fist with boxing tape.
I'm only at level 10 in my current play through and I'm wanting to rush to 14 to get the perk. I have a heap of cheap armor and weapons at home I want to use to improve the better stuff.

I once lost Annabel when ED-E's quest kicked in and it had to leave me for awhile. When it came back? Inventory empty; my named rocket launcher was gone. That was rough.
Is there a way to take control of the strip via the Yes Man quests and give it to the NCR? It seems like it would be the most efficient way to help the NCR, but I just got the "Don't Tread On The Bear" quest which I think means I'm about to lose all chance to help the NCR.

I'd trust Colonel Hsu with a robot army as much as anyone in the game. Good man, loyal soldier, honest.
Plus, it'd make Moore furious, and that's always funny.
My PC clearly is the most trustworthy person to have a robot army because I am a brainless cyborg, thus straddling the gap between human and robot and ensuring that they will not rebel.

Yeah, I went there.
Yeah a massacre run doesn't leave you with a lot of friends. Although I was surprised how many NCR guys I killed before they actually started shooting at me on site.
For my default "good" character, I helped NCR and then immediately reloaded a save right before the resolution with the Enclave folks (so I could reverse Arcade's choice, too,) and then Wild Carded it. I like to think that both endings are true in a quantum mechanics/parallel world kind of way, where one represented my character accepting her fate and resigning to NCR as the best option, and the other having her cast aside her obsession with her own bad luck to make a stand for herself.
New Vegas is oddly one of the few open-word/Western RPG games I played where I actually role-played a bit. I usually just go the "good guy/evil douchebag" route on two playthroughs with maybe a neutral playthrough later if the game suggests it. But my Courier had things like a code against unprovoked killing (which she violated twice,) and weird obsessions and everything.
You know what? Nanowrimo's cancelled on account of the world is stupid.
i really like the idea of a near immortal overlord of the wastes acting as a counter balance to the ncr. I just got the idea that the legion would burn out without caesar.

I just recently started up again. Enough of a break that its not super predictable, so kind of enjoying relearning/remembering stuff. That said, I'm already getting some loading screen errors so bleh.
I'd say to toss on a bunch of crazy quest/area/enemy mods to spice things up, but maybe that's just me. There's a few new AWOP areas that I've never seen, so its been interesting to me. Also just ran into my first Warzone, so that was pretty fun. 2 dozen vipers vs. Me and a bunch of rangers? Yes, please.

I did a run where I only allowed myself to heal by cannibalising bodies right then and there. No stims or other food. You could up the challenge by doing hardcore at the same time (Obviously you would need to drink water as well).
