I'd imagine their tracking showed them a lot of people lose on waves 6-9 and figured they'd throw a bone to people who can't quite make it all the way to wave 10
The problem with that theory is that a stiff breeze will set off a tech burst, so you're better using a real gun and just letting your tech stuff detonate from other people's incidental powers.

like give it a long cooldown if you hit a synthetic but a short one if it just hits a dude
