I think it has a lot of stronger areas but is also weaker in a lot of parts
A lot of the character moments from the lead up to the ToP are completely absent, for example, and the climax to Goku Black is nowhere near as good

Didn't they revive everyone killed by Cell with the dragon? If King Kai refused to be revived, like Goku did, then this is really on him at this point.

I think in Super, King Kai says they wished back everyone on Earth who had been killed by Cell, and was annoyed by that distinction.
Wonder what King Yema thinks about billions of people suddenly dying then after he's processed them all they get revived again? Must be some nightmare paperwork.

I liked the very distinct visual style for all the comical Gotenks vs. Hitler stuff, and Janemba was a completely shallow villain but he looked cool and had a really fun to watch combat style so that counts for a bit
Vegeta just being resigned to suffering in Hell for eternity after sacrificing himself is a huge bummer and I am glad that never actually happened outside of the movies
Gogeta was around for like a minute and a half and his glitter bomb attack was lame
Overall it was fine. Funny, flew by at a breakneck pace and had some great action scenes and basically zero substance beyond that.

He didn't die, though. One core cell survived, from which he regenerated, because Freeza's resilience and Piccolo's regeneration is a busted combo. Gohan killed him.

But Goku wasn't on Earth when he died via Cell, so he would also have been excluded without having to refuse.
