as soon as the villain is introduced you know exactly how he gets beaten
that's the best part
Eneru's reaction to attacking Luffy, after having spent the entire arc effortlessly stomping everyone, is the absolute high point of the arc.

The funny thing about Enaru is
When he's introduced you're like "Holy shit if anybody but Luffy fought this dude they'd be fucked he is so OP."
Then they introduce Haki and it's like "Wow, Enaru was straight up a bustah huh"
Humor can be dissected as a frog can, but dies in the process.
what's that you say, shonen battle manga power creep? never heard of it

I give One Piece a lot of leeway on this because they introduced the concept for it in issue fucking one and didn't explain anything about it for about 500 chapters.

what, where
do you mean shanks terrorizing the poor sea monster?
if you're gonna say that was intentionally foreshadowing the make-people-pass-out haki, and not just generic vicious-animals-are-intimidated-by-badass-glares trope moment I'm gonna say you're giving Oda too much credit. It may have inspired that part of haki later, but he definitely didn't write the concept of haki in his notes first and then go "I should have shanks show this off at the start." I would bet money the concept of haki only just started coming together with the Ennies Lobby arc.

Re: Haki
Conquerors Haki is shown by Shanks in chapter one and yes I do think it was intentional.
You have armament Haki being foreshadowed when Zorro is fighting that sword dude and somehow makes his swords stronger than steel and cuts the motherfucker. They even reference back to this as "having the power to cut only that which you want to cut"
And then Mantra is the third Haki type and explicitly so.

No I'm talking about the dude in Alabasta, whatever his name is.
Not Mihawk with the dagger knife going "whoops I got nothing weaker for your punk ass"

Mihawk was absolutely using haki when he cut Don Krieg's entire fleet of ships into pieces.
debatable!
mihawk is really fucking strong
But his sword is always black!

Man, that bit with Mihawk was so cool.
"Only a fool hunts a rabbit with a cannon. Sorry, but this is the smallest knife I have."

Eh, maybe.
Like, being able to punch him in the face is a really good advantage that Luffy just kinda has naturally. And thinking you're invincible because Logia is a good way to get killed (see, Caribou, Caesar).
On the other hand, Eneru's power is lighting. And I don't think we should undersell how fast and powerful lightning can be, even if you're able to punch him. If he's moving as fast as a lightning bolt (because he is one), that's still a good tactical advantage.
But then again, Ben Beckman was able to threaten Kizaru, who is light, with his gun. So who even knows for sure if the speed of lightning is a factor?

If I had to guess, Kizaru can't turn well doing that.
And yeah, Luffy's natural advantage against electricity mostly just served to level the playing field that fight iirc.
Mihawk is approximately Shanks-level strong, it's kinda messed up that he's a Warlord.

and shanks scares big mom, and was able to stop kaido from hindering white beard when he went to marineford
like I said earlier in the thread, mihawk is yonko levels of strong, he just doesn't have a crew because he's a lazy asshole who mostly just enjoys fucking with people

Eh, he doesn't have the army to make him into an Emperor or whatever the other level is called.
Like, you need military strength on par with the Navy in order to be at that level. Merely being strong doesn't cut it.
and also you need to care enough about ruling to fight the world government off and form your own fiefdom, which he probably just finds to be too much of a pain when all he cares about is fighting strong swordsmen.

Mihawk is basically just what happens when someone lives by going around fighting strong opponents and runs out of them. He's an invincible loner.
Current manga spoilers:
Kind of makes you wonder how the Marines expected to take him down without sending Akainu or the like. Granted it was only a quick flip through, but... anyone short of admiral is just zero chance on him.

yeah, and he rules his section of the grand line by simply existing there with his tiny crew of badasses and not submitting to the government, even if he doesn't try to run it like a nation like Big Mom or Kaido.
I've sometimes pondered checking out One Piece, but then i realized, much like how the expanding edge of the universe is moving faster than the speed of light, and as a result, there are stars whos light will never in a zillion years reach us....that you cant really ever catch up with the end of one piece.
