The failure isn't in the livery system. The livery system is what ensures taxi drivers can make a decent living in the regions in which they work, without getting priced out of the market by race-to-the-bottom bullshit like Uber and Lyft. Taxis are basically a level of public transportation and it's important to keep them functioning in urban areas.
The failure is in that the livery system has had zero reason to improve for decades and it's only by being forced to the brink of total failure that taxi services have even begun to modernize properly. Uber/Lyft are cheap because the drivers are getting gouged out of benefits to make their service cheap, but that doesn't mean taxi services have be inconvenient and overpriced without rideshare. There is definite room for improvement outside of simply destroying livery services or letting rideshare services continue to fuck over drivers.
Reports that the cops were having some trouble sorting things out because there are so many people sleeping rough in the region and they have to check each one of them to make sure they're not a victim

I'd been there years ago at the market and probably had walked by at least one of the shooting locations so I was wondering if it had gone pear shaped recently. I also wondered if there was some nightclubs or something that meant that it was drunk stupid people doing drunk stupid things with guns, but these shootings seem to be happening in the middle of the afternoon. Just damn.

Seattle has a few very specific spots downtown where a lot of violence and drug handoffs happen. There's a McDonald's known as McStabby's, a major bus stop, and a liquor store next to a payday loan place, and that little stretch is about the most uncomfortable place most people experience in Seattle.
A bunch of people at my work (which literally neighbors the McStabby's) got stuck in the building till like 8pm because they went on lockdown.

This might contribute to it but no. Seattle has just about more homeless people than the entire state of Arizona* and has less than 1/2 the population of Phoenix in its city limits.
Seattle isnt the highest in raw count(nyc) or by capita(DC) but we dont have a robust shelter system so we have as many or more unsheltered homeless than NYC. And we are top 5 to 10 in either.
*about 12k in King County with an estimated 70% of those in Seattle. Which is like 8.4k. There is about 9.5k in AZ (this by the same count method so if you think it underestimates AZ it probably also underestimates Seattle)
Edit: for reference the list of states with more homeless people than Seattle is Mass, NY, Florida, Texas, California, and Oregon(maybe nevada i dont recall as i closed the tab with the most recent data)

The suspects at large both have a ridiculous number of arrests and convictions, including at least one felony apiece. They were both arrested for a drive by shooting (fortunately nobody was hit) in 2018. Charges were dropped against one of them, and charges were reduced to a misdemeanor for the other, in exchange for a guilty plea.
I hope there will be some serious ramifications in terms of how Seattle deals with repeat offenders that are such an obvious risk to public safety.

I'm comfortable with guns and with folks owning them... I grew up around them and do not generally take a strong position on gun control one way or another. They could repel the 2nd amendment tomorrow and I wouldn't care, but I also wouldn't celebrate.
And I think we are always too ready to be throwing folks in jail... depends on intent and circumstances if that's an appropriate response... The value of incarceration is less about rehabilitiation (it just doesn't do that, at least not as certainly configured) and should be more about keeping actually dangerous people physically separated from the population.
But if someone "recklessly discharges" a firearm, especially more than once, one thing you can say for certain is they probably shouldn't continue to have access to one. Firearm safety is not something to be taken lightly.
If you get many citations for "reckless driving" you will eventually lose your license. And guns are a little more dangerous than cars. Maybe not orders of magnitude more dangerous, but they are devices originally designed specifically to kill people, so they are in practice rather effective at it and this requires more consideration... not less, than an automobile.
Washington's gun laws are surprisingly lax, given how blue this state is.
