Have we established if the Ebonheart faction are allies, or are some races subjugated within it? Because, you know, That's an obvious way for people who hate each other to end up 'in' a faction together.

Doubful. The Nords at that point are starting their spinup to becoming the Third Empire, the Dunmer are kinda on their last legs before Tiber Septim forces them into the Armistice but the Tribunal are still around.

And there's that flu that wiped out basically the entire non-Argonian population of Black Marsh

What specifics do we need to know here? I'm serious. Can you explain to me why ANY Argonian, anywhere, ever, would bother fighting in a war between non-Argonians when their entire province is off limits to any non-Argonian because they'll die a horrible horrible death?
Or why any Dunmer or Nord would willingly fight side-by-side when their entire history is basically nothing but border disputes and massive wars?
It's worth noting that the Dunmer and Argonians at this point are very isolationist. They don't NEED to worry about shit. The Dunmer have THREE LIVING GODS, and not a decade before in 2E572 Morrowind was invaded by Akavir, and Vivec's response was "No big. I'll just flood the entirety of Morrowind here I'll teach you guys how to breathe water."
The Dunmer took no casualties.
EDIT: Also, Argonian Super Flu. They's cool in Black Marsh.

I don't know if you're just not familiar with ethnic hatred but it's kind of a big deal and doesn't go away easily, when you see someone as borderline sub-sapient? Or vice versa? Dunmer and Argonians hate the shit out of each other and have for basically forever. If they thought they could pull off genocide on the other, they'd probably go for it.

People have been invested in the plot/narrative of the Elder Scrolls games for years and years and years.
