No, the werewolf was just the creepy drifter. That movie wasn't really competent enough to have any sort of twist, although I was hoping for one right at the end with the reporter. They couldn't even be bothered to follow the standard werewolf cliches.
I need somewhere to talk about this. I've been looking for what I thought was a quickly cancelled UPN show for almost 20 years now. Turns out it was a made for TV movie that probably aired like twice, explaining why nobody had ever heard of it. I stumbled onto the actor's wikipedia page today and finally spotted this movie, even though I know I've looked him up before for Special Unit 2.
The movie is Max Knight: Ultra Spy. All I could ever remember was the scene where he uses the term 'BAMF' before spewing a bunch of nonsensical 'hacker' lingo to get into a club the hot female lead couldn't charm her way into. Because they're hackers and want her to answer a math question instead. 6:11 or so.
