Dry Skin is really not a good idea for Toxicroak. The dude has a double weakness to psychic and he's weak to earthquake, so he really needs to know Anticipate so that you can switch out when necessary. Additionally, Anticipate helps LOADS with calling Sucker Punch correctly, if you wanna play a little dangerously.

Also, could someone help me check some IVs?

Sounds reasonable. I suppose the only question now is what hold item.
I'll give you a hand with IVs

While Anticipate is totally the way to go with Toxicroak, there are two Pokemon that fill the slot you want perfectly. The first is Ludicolo, who has respectable defenses, can learn Leech Seed, and has Rain Dish as an ability. The only real argument against him is that he's a little over-used.

The second is Breloom. He has Poison Heal, which, when combined Toxic Orb, heals as much as Rain Dish and Leftovers combined. Additionally, he can learn Leech Seed, and Spore, aka Hypnosis on crack. Not to mention the fact that he can't get status afflicted. The problem here is that his defenses are a bit lower than Ludicolo's, and he hasn't had a whole gen to prove himself yet like Ludicolo has.

I think so. But surviving the turn might be hard. If you ONLY want the speed boost, that's a different matter.

    In other news:

Team Captain Planet needs your help and ideas! (i'm actaully trying to make this team semi-competative, so help a guy out here)

LET OUR POWERS COMBINE! GO PLANETEERS! GO EXCESSIVE USE OF EXCLAMATION MARKS! (part one!)

    EARTH! Go Kwame! Fearless leader!

    Nidoking
    Earth Power
    Earthquake
    something
something (depends on how the rest of the team will look)

FIRE! Go Wheeler! Reckless and impulsive!

    Infernape
    Close Combat
    Overheat
Taunt (cause that's the shit Wheeler does)
    something else (stone edge?)

That's all i have for now. Looking on serebii now for more ideas.. lol

HE SHOULD BE MANAPHY. LOOKS FRAIL AND USELESS BUT ISN'T!

Actaully. manaphy is too awesome for ma-ti.

EDIT: hmm. the hardest part is finding something for Ma-ti and Captain Mullet.

EDIT 2: Kwame will now be a special atk Nidoking. I could go physical for EQ or special and earth power... but earth power fits the theme SO much more.

    Earth Power
    T-Bolt
    Sludge Bomb
    Shadow Ball

    moves for type coverage?

LINKA, she's so hot, she'll make you flinch!

Togekiss (female, with Serence Grace, my nature of choice, and decent IVs. which means this will take 100+ attempts. JOY.)
    Air Slash and

    Any combo of
Attract (Linka is hot like that)
    T-Wave
    Aura Sphere
any of the t-bolts, ice beams, etc

    Phione, then?

Honestly, for Ma-Ti, I'm thinking either Blissey, Luvdisc, or Gorebyss.

The captain is harder, though. Is this a tournament team? If not, I'd say Regigigas.

I'm at a loss here. I'm trying to breed a Jolly Croagunk by using a hasty croagunk(male) and a jolly ditto with an everstone on it, but so far after at least a dozen eggs I haven't gotten a single jolly. I have no idea what could possibly be wrong, I've double checked the everstone is on the right ditto.

Serebii got a lot of descriptions wrong. The in-game description for the wide lens is "it is a magnifying glass that slightly boosts the accuracy of moves." while the description for the zoom lens is "if the holder moves after the foe, its critical-hit ratio will be boosted."
