Michigan has a pretty robust referendum system, but it also has a ton of legislative cheat codes. I honestly can't remember the last time a meaningful referendum beyond local/county millages was actually enacted.
My personal favorite, there was one on wolf hunting but since it named the previous law by code section the legislature preemptively put a second copy of the law somewhere else so only one could be repealed. This one was an especially funny one because it authorized widespread hunting of wolves in the lower peninsula, where wolves haven't lived for generations and SO MUCH political effort was expended on both sides of that farce.
Our gay marriage ban was technically enacted but I still don't give credit because it was already banned TWICE and the referendum was moot out of the gate.
I live across the border, but I always got the feeling that Flint got as bad as it did, because it was a city that no longer 'brought value' to Michagan. Had this incident happened back when it was a boom town, there would be no doubt that the government would bend over backwards to help, but because businesses and wealthy people fled after the collapse of the car industries (leaving behind the people who couldn't afford to move), they were content to ignore the place, especially as they already had Detroit to deal with.
Even when Flint was a boom town, there was a distinct divide in which side of the river a problem had to be on to get fixed, and this was overwhelmingly on the north side.

I have a lot of sympathy for restaurants / entertainment venues in all of this because there's not much you can do to plan ahead for an entire year basically shut down. Most of those businesses are already barely getting by as is and the failure rates for those sorts of businesses even without COVID are astronomical.
Some of it is certainly poor planning and mismanagement, but you can't put it just on them and I would hate to be in a position where I'm trying to figure out how to support / keep my employees, keep my business, and pay the bills that don't stop accruing just because you are shut down.
This is why Trump failed everyone so badly - a more effective stimulus combined with better handling of the pandemic would have gotten these businesses open sooner and would have given them the support they needed to survive through it. People would be less desperate and lashing out because as scary as COVID is, facing destitution and losing a business you poured your blood sweat and tears into is much more concrete. It doesn't excuse the businesses that ignore the bans but it makes it more understandable.
Really the state / localities should be working with these businesses to forgive or defer tax bills until they can get back on their feet, but again the municipalities are also hurting right now with their budgets being gutted by COVID and states lack the tools they need to offer real relief not just in Michigan.
It's basically all a shit show that goes back to the Trump administration's stunning incompetence.
But expecting the state to make up for a year of lost profits instead of offering some support and assistance is nuts.

No, you shouldn’t be surprised by this at all, because they attached $415 million in “grants to businesses negatively affected by the pandemic” that I imagine are going to their donors and lobbyist buddies- great big ol’ hunks of pork marked for “small businesses” that have highrise offices and thousands of workers, with actual small businesses lucky to get a few hundred bucks.

A) The shutdowns have lasted much longer than originally expected and the size of that bill reflects that. Maybe we should have known better but many people at all levels and on all sides imagined a more normal world by Fall 2020.
Paycheck Protection and the forgivable loans help the employees and the businesses but they don't take into account sales tax revenue which is essential for any state to operate. Most states can't deficit spend like the federal government can.

Barry County Sheriff Dar Leaf- the same one who took the stage with the bunch later arrested for plotting to kidnap and kill Governor Whitmer- is at it again:
"We've already seen the tyranny that has been happening with government orders since the whole COVID-19 thing started. With Joe Biden as President, it's time for patriots to become educated on the constitution and their rights and begin standing up and taking action," Leaf wrote on his campaign Facebook page.
The group behind it is pretty much what you would expect- mega-pro gun, mega-MAGA chuds, activists pushing a bunch of COVID misinformation, and believes that local governments supersede state and federal governments in powers and authority. Sheriff Leaf was a fucking featured speaker at their 2020 conference.
But don't look to the Michigan Sheriff's Association to do anything about it: they don't condone or endorse the course being offered, but they're not going to do much more than that.
How is the FBI not crawling in and out of this man's orifices for something like this? Just that Facebook quote ought to be enough to get him on the damn radar.
