That doesn't make it inherently bad, though. It's the best filler of any series, ever.
It's an episodic series, with no particular direction for the most part, with a handful of episodes with actual plot to them. Ain't nothing wrong with that when it's done well, and in the case of Bebop it's done extraordinarily well.
So I'm counting fifteen non-"filler" to eleven "filler" episodes on Cowboy Bebop. But man, I love 'em all.

Loved that scene.
Even more so, I loved how they offset how sad it was, by having Faye beat up mummy-Spike with a pillow immediately afterwards.
The best shows have humor added at just the right times, to keep things from getting too serious.
