What is it with libraries dude? Every librarian friend I have has a nonstop list of people who do things like this.
They're full of adults that have the time to spend all day in the library. Unfortunately that tends to mean a much higher than usual percentage of people who don't give a fuck, usually because of (depending on your neighborhood) mental health issues/substance abuse issues, older people that generally don't give a fuck, and wealthy people who don't give a fuck.
It's also true that people abuse free things way more than they abuse things they pay for. I have seen more apalling behavior around the (generally cheap and low stakes) stuff we give away as Summer Reading prizes than I can even remember.
Edit: I realize how that first bit sounds so to be clear, source for that opinion is that I've been an urban public librarian in Philadelphia and the District of Columbia for 13 1/2 years working in low-middle to low income neighborhoods.
To nobody's surprise, morale at work is rock bottom since the swing shift news got around. Pretty much everyone who isn't close to retirement age is eyeing the door.

This decision stinks of one that was made from outside your industry like a private equity parent company.
So my new job effed up the payroll slightly, and I didn't get paid on time, it got delayed by like a week
The guy who runs payroll called me to tell me that the payroll had been arranged for today, and could I please confirm if I had any overdraft charges in the meantime? If so then they'll recoup me. And I did, like 7 quid or something pitiful like that, but he didn't even ask for proof, just sent it across as an expense reimbursement
It's annoying when things get mucked up, but it's actually the opposite of annoying when they get resolved really quickly and they offer to cover you for any charges without even being prompted. Like I think it's a reasonable thing to expect, but also it's not always the case that it happens. And we are getting a winter living allowance to cover increased heating costs due to working from home over the winter months? Like the pay is less than last place but... god at least I feel like they give a fuck about me as a human being, you know? I can't put a price on that.
To top it all off, all the crew who got quarantined the other week from a dude coming into work with a positive Corona result are back tonight. Dude retested positive, so he's still out, but everyone else was made to get super sketchy quickie tests because, in HR's words, "we can't lose too much more production."

Busy morning. Escorted a covid team around part of the school for testing then a teacher in the office next to me had a seizure.
She seemed lucid when the paramedics took her out and also the library was full of medical professionals for the testing so it was probably the single best day to have one.
The paramedics were like, "fuck, why are there so many doctors here?"
My wife had an email from management at her work the other day.

We have no water in the office because they're fixing a water main leak (building management did not tell us ahead of time or at all) and now we've run out of water bubbler refill jugs. I'm trying to figure out who the saboteur is so we can vent them before we start finding dead bodies everywhere.

I am subbing for a 9th grade Language Arts teacher today & tomorrow.
The class is currently reading/analyzing The Odyssey.
My goal today is to convince one student to watch the NBC produced miniseries from 1997 staring Armand Assante (all three hours of it is appears to be freely uploaded to Youtube).

My guess is that it's rooted in money - I'm not a CPA, but if I was to guess - when done right Company Branded Swag is, probably, tax deductible.
Direct cash to employee is never tax deducible for the business, and for the $20 the business needs to foot ~6% of the tax bill for social security minimum. However, if they wanted to be generous and have it be $20 net to the employee the company would need to pay ~$23ish for every $20.
