Yeah, Sam’s answer for why he didn’t bring Eric in felt very diplomatic. I’m guessing that there was some kind of drama behind the scenes, but it’s unlikely we’ll ever get more information.
The line about wanting to get someone who had a distinct enough voice that the cast might guess them, and just talking about tacos seems to indicate he didn't necessarily understand/follow the assignment.

Based on what the comments seem to be saying that's apparently extremely on brand for this guy.
Setting aside that I never watched Tim and Eric and therefore couldn't have recognized the Ratfish if you told me his name ahead of time, I think the reveal would have been better if it was someone already associated, however tangentially, with Dropout. Just because, hey, it's someone I've seen in their content before, who might be able to fool them because they know them!
Or, alternatively, even though I wouldn't recognize them, if they could have gotten someone associated with The Circle, for thematic purposes, at least that would have made sense. Like when they got Wayne Brady for Make Some Noise or Howie Mandel for their talent show.

I think the correct way to do a Ratfish thing if they do it again is to make part of the game figuring out how they've managed to use the mechanics of the Circle-style show to do something weird. Like, maybe the Ratfish can impersonate anyone or has a dossier about people to help convince them to vote a certain way. Maybe the Ratfish is actually a team of people and you need to guess the correct person who was writing messages that day, or put together the entire team. Or like the Ratfish can only use words that have been used in previous messages or... just like some thing where the Circle game part of it is just set-dressing for figuring out how they've added an element beyond the Circle that makes things weirder.
Of course part of what makes this a particularly difficult to mimic game show is that the Circle is a very sparse game show. It's got a ton of effectively dead air where people vamp for the camera, even more so than a lot of other 'social strategy' games.
I think this Sam breaking news is the most “what are these assholes making me say” face I’ve ever seen Sam make.

I think that was because they were improv prompts vs scripted lines. So what came out of Raphs mouth was gonna be Raphs thoughts and not a prewritten bit.
The thing is, Ratfish on some level feels like it was tailor made for Tim & Eric, in the same way that, say, the Make Some Noise karaoke game was tailor made for Wayne Brady. It ultimately calls for a certain kind of antagonistic improv, something where you are specifically disrupting the vibe to throw people off of their expected rhythm, which is their style exactly.
And as much as it would be fun to see the extra cast member be a Dropout regular or someone adjacent, then you lose the element of truly throwing the players off of their game. That complete lack of familiarity, while it might be jarring for the viewer, is key to the design of the game.
The problem is this:
It feels like they got the exact wrong half of Tim and Eric for that segment to shine. In the years since T&E stopped doing projects together, Tim Heidecker has made a million different projects playing specific breeds of antagonistic weirdos with a kind of charisma and game-ness that it feels like Eric Wareheim never fully has.
Alternately, Tim Robinson is right there. (But also, Tim Robinson has used Tim Heidecker for that vibe multiple times on ITSYL.)
Yeah I generally prefer Tim Heidecker 9 times out of 10 over Eric Wareheim and he seems more down to clown with weird stuff, given he's in People's Joker and such
