Yeah I think that's what it means. I think the bigger your embassy the bigger the federation can be.
I restarted my colony because I'm pretty sure I had screwed it all up. My first go through was me upgrading random things so I was down to no resources and had absolutely nothing to show for it. I'm being more precise now with my decisions

My fleet settings are all at 50% right now with everything else at 150%. I'm planning on editing it when I can start making ships to something more sane. Here's hoping this works (although I doubt what I'd get for the extra 50% will be much).

Power plants are good, yes. Look at your consumption and build stuff that helps to counteract what you use the most

Can't colonize a moon. Keep getting database errors regardless of what type I try to use.
My home planet is a crystal moon. Haven't colonized anything else yet.
Still don't have a uni as I didn't know the requirements for it and my current backlog of building is...quite a bit. Hopefully I won't completely bugger myself and if I do I've just started so it's no biggie. When I get back from work I'll have a level 5 power station and farm to go along with my level 5 mine, a level 4 habitat, 3 bank and 3 command centre. Then I'm gonna start me some of that there research!

Just make a command center, a farm, a power plant, a mine, a world bank, and then a habitat. Then get those three resource buildings (excluding bank) up to 5. Everything else can come after that, but you'll thank yourself for working on resources first, as that's the real choke point.
I've just been recommending my friends to this game to get support points.

As soon as they reach a population of 80, you will get 20 points.
Additionaly, each time the player you invited makes a donation and gets rewards points, you also get a reward equal to 10% of the amount he earned.

I dunno - in games like these TIME is generally the biggest choke point. I easily admit that I could very well be wrong, but time is a resource that a lot of people typically overlook. And all the while I don't have a university, I'm not spending any of that available time researching. Makes me sad.
Nearly there anyway, then I'll build my resource producers up to 5. Well, after the embassy.
