We ask Muaat (@Void Slayer) to fulfill his devil's bargain by claiming assembly and using it to name himself speaker and allow us to play a law.
It's a decent enough card for you, some action cards, bonus counter. It also pushes myself and the L1z1x to the end of the strategy selection. The law will provide some benefit to everyone, though obviously I plan for it to help me the most and will be useful in keeping the l1z1x in check, who most likely chose leadership to deny me any chance of claiming diplomacy and plans to cripple my fleet before it can converge, netting him another VP due to the spacedock.
Do I have to follow play order when playing AC's during the Strategy Phase?
No, but the "declare --> play" protocol does apply during the phase. That is to say, to play an Action Card during this time, you first declare you have a card to play, then other players are allowed to declare. After all have declared or declined, cards are resolved in order of play.
