Last night I hit max level and still have another large side quest area I haven't unlocked yet.
I'm probably not even gonna bother now. This kinda confirms for me that they truly didn't mean for you to clear every zone in one go.
I unlock pieces at a time. And the game is really built for multiple play throughs. I am on play through 2 and I am doing things I didn't do last game. I skipped an entire zone last time.

Adam West embodies a spoofy, camp take on Batman and does it very well. But Batman is a character with many, many interpretations and many different styles. It's like picking your favourite Sherlock, James Bond or Robin Hood.
Enemies stop scaling after 20 except for bosses, who can go up to 24 in some areas.
Oh. Then no. I just figured it was 25. 27? That's an odd choice.
It's what I heard, I never got past 24, the order in which you do zones has a lot of impact on total xp. I also think that higher difficulty may give more xp overall, because the game uses 'more monsters per spawn' as difficulty.

I also started controlling other characters other than my inquisitor to try other classes. I enjoyed this a lot more than I thought I would. Playing a decked out Cole w/ daggers is amazingly fun. Since the only good crafting specs I ever got were Daggers and 2H weapons. It's funny to go from my mage who does ok damage to Cole who crits constantly for holy shit damage.
Sean Connery is both the best James Bond and the best Robin Hood. And, as a blatant homage to the character in The Name Of The Rose, the best screen Sherlock as well.
