I'm guessing that with the Netflix deal and the Agents of SHIELD/Agent Carter block on ABC this season, they didn't feel like the expense of producing one was going to be worth it

That could actually be a subtle character bit: Lex is always about being the best and superior, and as Business!Lex he lauds this over the world with a high profile life. If he's incapable of appreciating that most superheroes are sincere in their desire to help, he'd probably conclude that all superheroes are similarly successful high profile people.
